SENATE REPORT LEAVES CRITICAL NDIS REFORM RISKS UNRESOLVED

The Australian Autism Alliance is deeply troubled that the Senate Community Affairs Legislation Committee has recommended that the NDIS Amendment Bill 2026 be passed despite significant concerns raised throughout the Inquiry about evidence, readiness, safeguards, accountability and potential harm.

The Alliance supports NDIS reform, sustainability and strong action against fraud, exploitation and waste. But reform must not leave people with disability worse off.

Throughout the Inquiry, we did more than identify risks. We put forward practical solutions — including stronger readiness and accountability requirements, safeguards against gaps in support, alternative opportunities for efficiencies and savings, and a whole-of-government approach to understanding whether NDIS savings simply shift costs elsewhere.

The Committee has reported, but critical questions remain unanswered.

Has Government demonstrated that these reforms are sufficiently evidenced, ready, safeguarded and accountable to justify proceeding?

The Alliance will now move its Systems That Work work into its next phase — assessing the reforms as they move toward implementation and demonstrating what safe, accountable and outcomes-focused reform should look like in practice.
